The City of Victoria has long understood that learning opportunities are an employee benefit which also benefit the employer, and that they are one of the few opportunities that apply to a wide range of employees, from parkade attendants to those who work at swimming pools. But how can employers wade into the world of employee learning? The city's answer came last year when it dove in by hiring Jennifer O'Halloran.
